Managing around USD 7.5 million of response funding and coordinating a team of technical specialists and national partners to provide WASH, Shelter and livelihood support to those impacted by the earthquakes and their aftershocks. We supplied assistance to over 100,000 people across four districts (Bakhtapur, Lalitpur, Gorkha and Dhading) that have been badly affected by the earthquake. The programme covers WASH (emergency and permanant water scheme and latrine construction as well as hygiene promotion), cash for livelihoods, cash for shelter and shelter technical assistance as well as psychosocial support. The response involved international and national staff from Danish Church Aid, Norwegian Church Aid, ICCO and Church of Sweden working within the ACT Alliance as well as five local implementing partners.

I manage a cross border team of 23 direct indirect employees across both countries and four bases. The role has included every aspect of project management from set up to close down, reporting and donor management to field level implementation. I have also worked as a DRR focal point for ACTED globally, remotely supporting the development of DRR projects in Sri Lanka, Pakistan, India and Cambodia. The project itself works with 34 cross border communities and local government to build disaster resilience through a mixture of classic CBDRM approaches (HVAs, mitigation works, simulation drills) and through the establishment of cross border structures for disaster risk management for local authorities. The project also has a significant GIS mapping and component and includes mapping at the community level (GIS maps for the community in each of the 34 villages) and mapping all of the ten year data nationally for the Ministries of Emergency situations in both countries. The project has also ensured training for school teachers, medical centre workers and local government officials on disaster risk management. This work focusses on natural resource management and land use planning as a way of reducing risks, and therefore uses a mutli-sectoral approach to enhancing resilience.

Jul. 2011 - Jan. 2012Phnom Penh, CambodiaLeading a consortium consisting ActionAid, DCA and Concern, the role involved both coordinating the responses to the 2011 SE Asia floods and leading a three partner Euro 1.3 million DIPECHO consortium. The focus of the 2011 flood response was predominantly on the distribution of WASH supplies (water purification tablets and water filters) and food distribution to the large number people displaced by the worst flooding to affect Cambodia in a generation. The role also involved leading on the preparation of emergency grants to various donors including the ACT Alliance and ECHO. My role was to ensure the effective field delivery of project goals which included a mixture of CDRM approaches, the construction of community safe hills, the provision of rice banks for disaster food security and ensuring the preparedness of provincial government for disaster response. The role also involved all aspect of financial management and donor coordination on the project as well as coordinating all INGOs active in disaster resilience through the Joint Activities Group (JAG). The effective functioning of this group proved essential in ensuring effective emergency scale up during the floods.

Examples of the work undertaken inlcue: Save the Children Bangladesh Training Programme Design and Strategy Development: Developing field tested toolkits for creating Youth defined solutions to emergency preparedness and response and indentified youth defined new entry points for DRR. The focus was on empowering women and ensuring that female adolescents could act as leaders in their communities to promote the solutions they identified. The resulting toolkit is now in use by several major national NGOs in Bangladesh. The role also involved designing Save the Children’s DRR Strategy Oxfam GB - Cambodia Technical Assistance to the Royal Government of Cambodia’s National Committee for Disaster Management (NCDM) to sensitise the whole of government to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and integrate its disaster management processes into the 2010-15 AADMER Work Programme. The work prioritised a whole society and mutli-sectoral approach National Committee for Disaster Management (Cambodian Government) Supporting the Royal Government of Cambodia to develop sub-national disaster response structures. The work would create the overarching emergency preparedness and response strategy for the Royal Government of Cambodia
