Following the departure of the Town Manager, I was recruited to transform and lead administrative operations, providing direction in organizational goals and operations and collaborating with and executing the vision of the town commission on short-term and long-term strategy, $12.4M budget, service delivery, people policy, regulatory compliance, and capital and operational investments. Within my vertical are a workforce of give direct reports and 31 total employees in administration, fiscal operations, human resources, employee relations, police, public works, the building department, IT, and police union relations. Key achievements: ►Strengthening administrative operations by sharpening our focus on service delivery, influencing infrastructure investments, upgrading the building department, digitizing municipal records, and using AI to streamline the budget process. ►Transforming the human resources function, reducing risk and boosting staff engagement. To this end, I helped codify workplace flexibility and appreciation practices, led compensation studies and adjustments, closed gaps by engaging temporary staff, and enriched the health benefits at a lower cost. ►Directing a BS&A HRIS/ERP implementation, shortening the payroll cycle by 90% and driving operating efficiencies. I selected the vendor; oversaw the platform's development, customization, and deployment; and led user training and change management. ►Leading major CAPEX projects, including $2.5M in water main improvements and a $1.1M conservation property acquisition.

In this capacity, I directed enterprise strategic vision and consulting operations, conceptualizing and managing a broad spectrum of integrated strategies including policy development, business transformation, organization dynamics, employee relations, talent management, culture, systems implementation, and other matters. Notable client engagements: ►Imagine That Performance: I partnered with public and private sector leaders to shape and actualize their corporate future state of talent, aligning roadmaps, people vision, human capital plans, organization structure, competencies, culture, and ways of working. ►City of Pahokee (FL): In 2021, I was contracted to transform the people and administrative operations for this 5,400-resident municipality as interim executive, rebuilding the core HR function and operating processes to return them to compliance following multiple years of missed financial audits. In addition, I constructed documentation enabling the successful retention of a state-leased marina serving as a major economic engine. ►Town of Kenneth City (FL): Following the separation of the prior town manager and staff, I directed the community's transition to ensure continuity in HR and financial services, recruit my replacement replacement, open the police union's collective bargaining, and improve public transparency.

I was appointed to manage administration and people operations, partnering with the mayor and city council on strategy, $9.8M budget, financial operations, human resources, and municipal services including police, fire, water, wastewater, and power generation. In this capacity, I sat on the Hart Energy Authority board and the state board to negotiate power purchasing and distribution agreements, and supervised a direct and matrixed organization of 38 employees. Key achievements: ►Leading the successful negotiation of collective bargaining agreements with two labor unions. I delivered critical financial insights and managed the process, partnering with the city council on an approach attaining mutual agreement and zero work stoppages. ►Rebuilding the human resources function, improving our regulatory compliance, risk posture, and staff satisfaction. ►Saving $80K YoY on health benefits with expanded coverage, implementing remote work, and instituting a zero-tolerance drug policy. ►Guiding the organization to a 100% remote workforce at onset of COVID-19, maintaining high productivity and engagement. I worked closely with the commission and IT in reshaping municipal roles, culture, communications, and public policy. ►Playing an integral role in major economic initiatives, including the resolution of state/federal consent decrees on our power generation dam, corporate expansion and development agreements, and the launch of e-commerce municipal billing.
