Oct. 2008 - May. 2010Baghdad, IraqServed as “in-country” IT manager (approx $2M budget) for 18+ Iraqi sites, providing full IT support for U.S. government agencies. Hired to fix a poor network infrastructure with a bottlenecked bandwidth, and repair relationship with primary client in danger of dropping IT contract. Held responsibility in supervising technician staff. Worked with a satellite vendor to redesign a satellite system to increase performance and security to client’s exact specifications. o Launched a new system with MORE bandwidth overall, and modernized firewalls and switches, at the same cost as previous “band-aided” systems. Received high marks on quarterly reviews and made the client very happy by keeping key players up-to-date on all project issues.
o Transformed a completely noncompliant environment with high-security risks into a secure environment. Established well-defined project management processes, designed and implemented an asset management system, standardized on networks, systems, and enterprise security, and modernized high-legacy systems. Utilized a rich set of techniques to elicit, specify, and test requirements, along with tools to manage requirements and checklists to ensure correctness and completeness. Requirements gathering techniques included facilitating group discussions, interviewing, and conducting
brainstorming sessions and surveys. For each project, created a knowledge transfer system with documentation to ensure quick upstarts, including network diagrams, password sheets, user account information, maintenance procedures, customized application information, and support contracts. Identified project resource and licensure requirements, established project priorities, and set assignment tasks. Overcame problems that created logistical nightmares for delivering and installing equipment.
Succeeded in overcoming disorderly and oftentimes chaotic situations of the austere conditions.
