I led multidisciplinary engineering teams to contract awards for a roads/drainage program in Qatar (U.S. $165 million) and light rail transit services in Phoenix, Arizona (U.S. $25 million). I also led the first joint win for Parsons Brinckerhoff and then parent corporation Balfour Beatty in the U.S. Pacific Northwest: Sound Transit’s I-90 Track Bridge System and Prototype Project. My work directly contributed to six multi-million dollar awards from Seattle’s Sound Transit including North Link final design and North Corridor High-Capacity Transit consulting services; San Francisco’s Muni Central Subway final design; select on-call engineering works from California-based general aviation facilities; Michigan Department of Transportation Owner’s Representative Services for I-75; and in December 2015, a multi-million U.S. $ on-call contract from Chicago’s Metra for signal engineering. As a result of my business development achievements, I was promoted to vice president in 2012.

He participated in reviews of the airport master plan, schedule and budgets; property and utility relocation studies; and the environmental impact statement to become familiar with various airport planning processes and technical procedures. Tom wrote the monthly contract report and coordinated the production of all annual service orders, task orders and contract deliverables. In January 1994, the City of St. Louis delayed the programme in lieu of a new master plan, environmental assessment and the requisite Federal Aviation Administration (FAA) Record of Decision.
