Jan. 1992 - Dec. 1994Lambert Field, St Louis, Missouri• Turner Construction Company, Transportation/Aviation Group, Lambert‐St. Louis International Airport, Missouri: manager of program marketing and administration for the airport’s proposed redevelopment programme (U.S. $1.5 billion) who was responsible for establishing and maintaining the programme management office and programme activities center; writing the marketing and administration sections of the programme management plan; coordinating press releases and meetings with the media; and preliminary strategic planning with the City of St. Louis for marketability of the new airport to the local business community, airlines and the residents of St. Louis. He developed policies and procedures for document control, programme management control (network administration) and other administrative systems. With City of St. Louis personnel, Tom developed a preliminary community relations programme and disadvantaged business enterprise market survey. He participated in reviews of the airport master plan, schedule and budgets; property and utility relocation studies; and the environmental impact statement to become familiar with various airport planning processes and technical procedures. Tom wrote the monthly contract report and coordinated the production of all annual service orders, task orders and contract deliverables. In January 1994, the City of St. Louis delayed the programme in lieu of a new master plan, environmental assessment and the requisite Federal Aviation Administration (FAA) Record of Decision.
