Prepares appropriate agency responses to labor-related matters ensuring strict adherence to all contractual and regulatory timeframes. • Providing technical guidance and assistance to management/senior leadership on sensitive, serious, and controversial LR issues regarding employees in a variety of occupations with substantial differences in working conditions and occupations. • Providing management with interpretation of policies, procedures, and collective bargaining agreements. • Conducting and advising on ER matters, proposed adverse actions, admin grievances, Special Counsel (OSC), Equal Opportunity Employment (EEO), Merit System Protection Board (MSPB).
