Worked with Cabinet Office Programme Leads on the cost-benefit framework for economic appraisal and put the framework into practice for the DfE Programme, several projects within the Programme and for other projects and programmes within DfE’s broader Legacy IT Portfolio through robust, repeatable and scalable economic, cost-benefit and financial modelling aligned to Green Book principles. Benefits management framework informed by IPA ‘gold’ standard guidance for, and aligned specifically to DfE guidance on benefits management in, major projects. Thorough benefits mapping at programme and project level. Developed and iterated the programme and project business cases in accordance with 5-case model and advised other programme and project directors and BAU team leaders on the approach to theirs. Approaches approved by Programme Board and formally adopted by the Legacy IT Portfolio Board for wider implementation across DfE's legacy IT portfolio. Identified and mapped interdependencies across the legacy IT portfolio. Seconded to DDaT spending review team to provide benefits modelling for legacy IT and security portfolio bids.
