Apr. 2021 - Dec. 2021Libya• Contributes to the development of rthe employees: sets individual objectives, ensures the match between the needs of the organization and the know-how and motivations of its employees. • Embodies and transmits values, ensures compliance with the code of conduct and institutional policies, the state of mind and the expected individual and collective behaviors. • Contributes to the writing of the HR part of the regional operational strategy by defining the HR strategy for country within the framework of regional orientations and then its translation into HR action plans. • Defines and implements the HR action plan for the country. • Contributes to major HR reorganizations of the Program: sizing of the team: social plans or strong growth. • Proposes improvements and updates to regulations and internal management tools (ROI, coordination mechanisms, summary tables). • Ensures compliance with the legal obligations of the association and ensures the renewal of legal documents ensuring the legality of the exercise of the Association (Interministerial Decree, Framework agreements, Certificate of registration, social and fiscal identification) • Sets up procedures for document compliance with potential audits. Ensures compliance with archiving procedures. Prepares the documents requested during internal or external audits. • Contributes to the program's HR budgeting and sizing process. Ensure the balance of the wage bill in its area. • Implements the regular revision of the salary scale in his country in line with the job market (regular benchmark) in order to guarantee the attractiveness of the positions. • Checks the correct application of the salary scale for national staff and casual labor in its area. • Contributes to project reviews: support for team set-ups and skills development needs, advice, HR alert, etc.
