Palmer led the incorporation of this unique organisation which was officially launched in 2010 at Cannes and went on to build an organisation of 133 employees by 2012 as well as deliver three consecutive successful Doha Tribeca Film Festivals and set up DFI's year round initiatives, which included the film financing unit which supported 70+ projects (read entry above for more info). Palmer also managed high level relationships for the organisation which included A-list talent and industry figures, including cultural partnerships with Robert De Niro's Tribeca Enterprises, Martin Scorsese's World Cinema Foundation and Mira Nair's Maisha labs. Palmer's work also promoted year round film culture and appreciation, as well as local film development and educational programs in Qatar, which was pioneering for the country. Doha Film Institute (DFI) is an independent cultural organisation established in 2010 to incorporate Qatar’s film initiatives under one banner; organically supporting the growth of the local film community by enhancing industry knowledge, cultivating film appreciation and contributing to the development of sustainable creative industries in Qatar.

The Doha Tribeca Film Festival is the culmination of Doha Film Institute's year-round activities and a celebration of film, education and community. A community minded festival, DTFF has become one of the most important festivals in the region; bringing A-list international and Arab talent; showcasing emerging local filmmakers while attracting local festival goers of 50,000 people as well as transferring international expertise to successful build a local team of festival interns, volunteers and staff.
