LGs from Karnali, Lumbini, and Madhesh will apply for LISP grants and capacity support, based on their priorities, existing capacities, and commitment to resilient infrastructure delivery. LISP aims to: Enhance access to sustainable infrastructure for up to 1.7 million people, with a focus on local roads, irrigation, water supply, sanitation, and solid waste management services. Support approximately 80-100 LGs to benefit from capacity-building initiatives, improving their skills in inclusive planning, budgeting, decision-making, and service delivery. Support Nepal’s green recovery, and generate up to 6 million person-days of employment. Promote the use of data and innovative approaches in LG planning and investment, enhancing efficiency and responsiveness. Develop an estimated 1,800 infrastructure assets with increased resilience and sustainability, ensuring lasting value for communities. Directly support around 630 projects in remote, disadvantaged, and vulnerable communities, improving infrastructure equity across the country. Establish a national framework for provincial and local infrastructure, guiding partner investments and aligning resources with GoN priorities. Bolster cooperation between Local, Provincial, and Federal Governments, fostering strong intergovernmental relationships that drive effective service delivery at the local level. EUSIF aims to provide impetus to strengthen the inclusiveness and responsiveness of Provinces and Local Governments, and complements the multi-donor funded Provincial and Local Governance Support Program (PLGSP)which is the national framework program to build the capacity of provinicial and local governments, and to strengthen inter-governmental mechanisms for coordination and collaboration across all levels of government. Karnali province is to be the "model" province for the roll out of federalism as envisaged in the 2015 Constitution. HIghlights: • Managed a team of eight and set the strategic direction of the programme. • Worked with the provincial and local governments (PLGs) on improving access to inclusive basic service delivery (e.g., health, education, infrastructure, climate-smart agriculture), strengthening the capacity of the Karnali Provincial Training Academy and advised on training programmes for elected representatives and PLG civil servants. • Developed a GIS-based Project Information Management System (https://projects.karnali.gov.np) in Karnali as a database of all projects supported by donors and government agencies for all users to make evidence-based decisions and strengthen coordination. • Piloted results-based GESI-sensitive (gender equality and social inclusive) monitoring and evaluation guidelines for local governments. • Identified concrete actions for five "Model" municipalities in different geographical regions in Karnali, including rural and urban municipalities. • In addition to PLGSP, led a portfolio approach to programming including with the Accountability Project, Parliamentary Support Project, Local Infrastructure Support Project, Access to Justice Project, all implemented by UNDP.
