This was a turnaround of a previously failed programme and part of the Government Major Projects Portfolio (GMPP), subject to regular scrutiny from the Infrastructure and Projects Authority (IPA). The programme marked a pivot from previous sourcing strategies, adopting a blended delivery model that combined internal civil service expertise, external specialists, and strategic partnerships with suppliers and vendors to optimise performance and outcomes. Directed a multidisciplinary team of over 120 SC- and DV-cleared specialists, covering business engagement, architecture, engineering, security, delivery, testing, training, and support. Managed a delivery budget of £100M and ensured compliance with NIST and NCSC security standards while operating across secure government environments and international dependencies. Oversaw the full delivery lifecycle, from business case development and stakeholder alignment through design, configuration, testing, legacy migration, change adoption, and global deployment. The programme replaced fragmented, outdated systems with a unified, secure cloud-based platform — improving operational efficiency, financial control, data transparency, and scalability across international government sites.
