• Established mechanisms to identify and remedy departmental operating deficits during the same fiscal year; to ensure proper fund oversight for major restructuring activities; and to proscribe purchases not authorized by the City Charter.
• Enhanced collaboration with departments to prioritize funding for essential activities and to redirect existing appropriations during emergencies.
• Improved analytical rigor of budget staff, resulting in greater influence of department in maintaining fiscal discipline and the recruitment of several staff (sometimes successful) to higher-paying managerial positions elsewhere in the City.
