We procured and transported many thousands of tons of food and pharmaceuticals, medical equipment, and large groups of doctors, nurses and surgeons, as well as ambulances and other specialist vehicles. Worked closely with International Medical Corps and World Food Programme. We evacuated gravely wounded people from Misurata and elsewhere. Assisted NTC in Benghazi in release of much needed funds. I organised large shipments of loose and bottled water from Malta to Tripoli and other areas following its liberation, as there was an acute water shortage. Its a long story, and I'm leaving out a lot of things.

Jan. 1992 - Mar. 1996I was responsible for the general operation of the Ministry as regards Water and Energy policies. In practice, took on a “hands on” approach to management at both Enemalta Corporation and the Water Services Corporation. Assisted in the transformation of the old Water Works Department into the Water Services Corporation and was its first board Secretary. Headed the team that Negotiated Malta's position as regards the EU Energy Charter. At the Dublin European Council (June 1990), the Prime Minister of the Netherlands suggested establishing cooperation in the energy sector with the eastern European and former Soviet Union countries, with the aim of stimulating economic growth and improving the EU's security of supply. The Council invited the Commission to look into the best way of establishing cooperation, and in 1991 the Commission proposed the European Energy Charter. Negotiations on this Charter began in Brussels in July 1991 and culminated in the signature of a concluding document at The Hague on 17 December 1991. I also formed part of the team that oversaw the changeover from Coal to Oil firing to provide energy, the then new Delimara power station, as well as several funding initiatives in the Energy and Water fields.
