Sep. 2004 - Apr. 2006Served as the Operation and Maintenance, Navy (O&M,N) Business Financial Manager (BFM) for the AV-8B Harrier Aircraft via contractor support. Executed (formulate, justify) budget documentation for the AV-8B O&M,N Fleet Support Team. Provide support to the AV-8B APML, PSTL and Lead BFM by serving as the focal point for all O&MN business matters, resource management, financial management, budget preparation, and budget execution. Assisted in the collaborative efforts of the AV-8’s International Joint Program Office requirements with personnel of the United Kingdom, Spain and Italy. Proficient in the use and procedures of SAP/SIGMA, Cyberdocs, ePower, and Microsoft Office to prepare, execute and track all AV-8 O&MN allocations, commitments, obligations and expenditures. Responsible for answering O&M,N specific drills ranging from how the program will be effected if receiving cuts to how the office will be effected by receiving extra money. Supported LEAN initiatives relating specifically to funding documents and how to get them processed more efficiently and effectively. Provided expert business and DON budget management, financial management, and financial execution relating to the Air Vehicle Team, Mission Systems Team and Fleet Support Team of the AV-8B program. Provided in-depth knowledge of Department of Defense (DOD) accounting and budgeting of appropriate DON financial system processes, rules, and regulations. This required interpretation of the DOD Financial Management Regulation (FMR) contained in the DOD 7000.14R. Provided programmatic and any pertinent financial data to the Program Office personnel, NAVAIR AIR 10.0 Comptroller, and PEO personnel on a periodic basis as well as for quick turnaround drills. This data included program overall financial status (historical, current and future budgets), program briefs and critical Fleet/Program deficiencies/inquiries.
