The PHFA will provide oversight on the development, clearance, and award of all new and ongoing DGHP cooperative agreements or acquisitions. Provide, advice, and assistance to overseas and branch staff on CoAg or acquisitions implementation. Develop training tools to improve processes ensuring the successful award and management CoAgs or acquisitions, and the on-going implementation of all post-award actions. Use analytical methods and techniques to gather, analyze, and evaluate qualitative and quantitative data/information required by program; propose solutions to problems relating to improvement of management effectiveness, organizational efficiency, work methods, and procedural effectiveness. Serve as the technical expert in the administration of cooperative agreement (CoAg) or acquisition actions; maintaining, improving, or creating new data management tools, e.g., current Assistance or Acquisitions team SharePoint site or recommend other tools that will assist in the grants management or acquisition process. Assist project officers in the development of CoAg or acquisition funding packages and other funding actions in GrantSolutions Grants Management Module (GMM) or CDC procurement systems. Populate and maintain SharePoint databases, or shared folders providing the most updated information related to DGHP’s CoAg or acquisitions portfolio. Gather and analyze data using Excel, and other Microsoft Office products, to create and communicate metrics for reporting Assistance or Acquisitions team lead and other internal and external points of contact. Attend weekly, bi-weekly and monthly meetings and may be required to give updates regarding CoAg or Acquisitions portfolio. Draft NOFOs in Grant Solutions Announcement Module 2.0 and enter acquisition procurement requests (PRs) in ICE.
