Dec. 2006 - Dec. 2017Take lead and promote quality assurance to be prioritized, clearly defined and implemented within scope of work (including defining QA/QC control and project quality plan), prequalification screening, tender process and contract execution period.
Ensure that Company’s procurement regulation is adhered to, and provisions of Pedoman Tata Kerja BPMIGAS No.007/PTK/2009(Government’s procurement regulation) are applicable in the procurement process
Assist team in defining and formulating budget and owner estimate (including proposing AFE/Authorization For Expenditure) by giving Market review in the period.
Manage obtaining approval from BPMigas upon AFE (Authorization For Expenditure) and Bid Plan before tendering out Develop market assessment to obtain maximum benefit to Company by implementing effective and efficient market survey, and record market assessment result as maintained data base
Maintain good and professional relationship with all stakeholder ( BPMigas and other Government institution, Contractors, team and other section) to enable obtaining successful completion in every assignment.
Assist team to develop contracting out strategy to fit with the requirement in most suitable method
Control and supervise contract implementation during project execution including : conduct kick of meeting, attend weekly project progress review, manage and conduct Quarterly Performance review against KPI (Key Performance Index), manage Contract Change Order and/or amendment, control payment to contractor, anticipate and settle out any dispute that may occur
Manage prequalification, tender and contract development process, including maintain all process in electronic version (in Oracle system)
Manage and take lead in negotiation with contractors to get maximum benefit to company
Have experiences to handle major disputes that occur during procurement process, delivery or execution process which involve legal department and external lawyer.
