Rocco A. Mastronardi is a seasoned Professional Engineer with an over-35-year record of accomplishments encompassing the design and construction of water and wastewater facilities and infrastructure, public utility operation and maintenance, construction contract management, and construction claims resolution. During a 24-year tenure with the New York City Department of Environmental Protection (NYCDEP), Rocco oversaw the design and construction of upgrades to scores of wastewater treatment plants and pumping stations, including new and upgraded treatment systems; replacement of tanks, piping, and equipment; reconstruction of structures; and site improvements. His subsequent work as a Section Chief in the New York City Comptroller’s Office (ret.) has been devoted to construction claim resolution, for which he draws on his expansive understanding of engineering and construction principles to analyze contractor claims and delays. Highly knowledgeable in topics relating to water treatment, he is the author of numerous peer-reviewed articles and research papers. Rocco is skilled at fostering and maintaining productive professional relationships with colleagues, contractors, and other project stakeholders.
