Jan. 2008 - Jan. 2011Sofia• In 2008 started work as a legal adviser within a specialized structure (CFCU) within the Ministry of Finance in Bulgaria. I was responsible for the whole cycle of tendering and contracting for PHARE and pre-accession programmes but mainly for contracting Schengen facility. In 2010 Schengen facility was technically contracted. I was responsible for the lawful conduction of the public procurements with a view to the protection of the interests of the Contracting Authority. • Managing from legal point of view the established practice in the department. • Distributing methodological instructions and participates in the concrete preparation of the developed tender documentation in the preparation of the tender procedures. • Participating in committees for review, evaluation and classification of the received offers as a certified jurist on the grounds of Article 2, paragraph 2 of PPL. • Preparing draft contracts, templates of terms and commonly applied contracts and guarantees their conformity with the law. • Fulfilling a procedure representation on behalf of the Contracting Authority at the appeals of their actions or inactions, acts and decisions before the institutions, pointed in the law: the Commission for protection of competition, a court or an arbitration • Preparing responses to appeals sent by participants in the tender procedures. Prepares responses and opinions on inquiries, appeals, requests, offers and others of citizens, traders, organizations with non-profit aim and legal entities, connected with the functions and activity of the Department.
