May. 2007 - Oct. 2015Responsible for leading multidisciplinary teams comprised of attorneys, paralegals, investigators, and consultants in conducting complex, large-scale, federal pattern or practice investigations of governmental entities for alleged civil rights violations pursuant to the Civil Rights of Institutionalized Persons Act (CRIPA), 42 U.S.C. § 1997; the Violent Crime Control and Law Enforcement Act of 1994, 42 U.S.C. § 14141; and the anti-discrimination provisions of the Omnibus Crime Control and Safe Streets Act of 1968, 42 U.S.C. § 3789d. Examined issues related to use of force by correctional and law enforcement officers; search and seizure; biased-based policing; sexual abuse and sexual harassment in correctional facilities; suicide prevention in correctional facilities; and correctional medical and mental health care. Managed each component of a complex civil pattern or practice investigations of minimum- and maximum-security correctional facilities and law enforcement agencies, including co-chairing the investigation of a 17,000-person police force, in Spanish and serving as lead counsel on a highly contentious investigation and litigation that resulted in an enforceable agreement. Oversaw the enforcement of court-approved settlement agreements. Reviewed policies and procedures; conferred with the jurisdiction and the independent court advisor; participated in monthly compliance visits; and issued correspondence on our review and analysis of policies, procedures, and regulations submitted for our review.
