Performed daily duties associated with the recruitment, evaluation, interviewing & hiring of future civilian law enforcement employees, via the VRA program, DEU, NCIP (Navy Career Intern Program), working closely with the installation civilian personnel/HR Office (HRO) DIrector. Recruited for hard-to-fill positions (e.g., professional, administrative, or technical fields of work), planning, executing intensive and imaginative recruiting campaigns. Supervised the daily roles and responsibilities of one (1) Human Resources Assistant.
Provided advice and assistance on related staffing issues such as pay setting; retained grade/pay; transfer of function; RIF; re-promotion rights; merit promotion procedures; special hiring authorities; and student temporary employment programs. Conducted research and analysis of new regulatory requirements or formal complaints and inquiries. Assisted management in the development of crediting plans to determine knowledge, skills, abilities, and other characteristics necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions. Assisted in developing short- and long-range staffing plans, assessed employee turnover patterns, reviewed past recruitment practices, technological changes and local labor market conditions, and provided advice to managers on future staffing strategies.
