Her central role was to serve as the project manager of an interagency core team to improve the implementation of the Voluntary Extension of Care program for older foster youth. She established this team, facilitated weekly meetings and monthly briefings, as well as oversaw stakeholder engagement with key stakeholder groups. Stewart's portfolio also included other policies impacting youth in state care, including: a state-wide policy plan for youth re-entry and ensuring that children in psychiatric hospitals receive appropriate educational services while residing at in-patient treatment facilities. Since so much of her portfolio was focused on the intersection of youth in state care and education, Stewart was invited to serve as the Policy Advisor for the Department of Children, Youth and Families. As a Public Policy Fellow, Stewart supported a wide range of education policy projects ranging from creating career pathways for early childhood educators to replacing school resource officers with mental health professionals to reforming truancy policies to reopening schools during the pandemic.

She coordinated virtual focus groups with youth advocates for external partners, synthesizing and presenting collected data. She continued to provide regular virtual checkins to youth, and supported connecting them to the services and resources they needed.

This includes connecting youth with social services, community resources and other supportive adults who can support youth in fulfilling their needs. She influenced the re-envisioning of the DC SCORES after school poetry program for middle school students. The Camden Youth Council uplifted the mission and values of the #150YearsIsEnough Campaign to close youth prisons throughout the state of New Jersey. Stewart strengthened youth advocacy skills by leading training for 16 Camden youth, twice a month. She led youth in preparation for presentations at public hearings, meetings with legislators and interviews. Stewart collaborated with Camden families and community regarding priority social justice issues.

Through these supports, she enhanced access for the families of first-generation college students.

Stewart co-facilitated Diversity, Equity and Inclusiveness sessions for all Corps Members and staff at school site. Within the Diversity, Equity and Inclusiveness space, she moderated dialogue within “Confronting White Supremacy Space” and across affinity spaces at school site.

She became experienced in differentiating instruction, tracking IEP goals and mastery of CCSS & WIDA standards. Within the larger school community, Stewart functioned as the English III facilitator and team lead, conducting weekly collaborative planning sessions. She also participated bi-weekly on the school’s Operational Leadership Team, attending school and district meetings in order to improve daily operations at the high school. Stewart also presided as the faculty advisor for student-led organizations: Best Buddies, Gay Straight Alliance, Peer Group Connections and Class of 2017 Advisory Board. Based on student interest, she founded the Mergenthaler Vocational Technical High School chapter of Louder Than a Bomb Poetry Club and an Athletic Tutoring Program. Stewart worked to improve the school environment by serving on Mergenthaler's Chapter of the Baltimore Teacher’s Union.
