May. 2021 - Jun. 2022Dili, Timor-Leste• Managed an annual grant portfolio of over AUD$1million in governance • Led the end-to-end grants processes for five (5) local and international grant partners to develop appropriate grant agreements, including scope of services, reporting requirements, and activity budgets
• Managed the relationships with GfD’s two Timor-based grant partners, Oxfam and The Asia Foundation (TAF), and three international partners [Australian Bureau of Statistics (ABS), Organisation for Co-operation and Economic Development (OECD), and Monash University to ensure that deliverables are being met within agreed budgets and timelines
• Led in the development of grant closeout management tools (financial summary and certification template, financial acquittal template, closeout checklist, closeout letter) for use in the close out of seven (7) previous grant agreements
• Developed and lead on maintaining the program Grants Management System (GMS) on QuickBase and Egnyte platforms
• Supported the finalisation of the M&E Framework including developing Desired Changes (DCs) or Annual Targets, in consultation with advisers, Embassy, Strategic Advisory Team (SAT) and Grant Partners
• Provided inputs in preparation of materials and discussions for the six- monthly Political Economy Analysis (PEA) workshops in GfD program work areas of Public Financial Management (PFM), Economic Development (including Economic Policy, Business Enabling, and Aviation) and Public Administration (PA) and Other Voices or Social Inclusion, between GfD program team, grant partners, Australian Embassy and Government of Timor Leste counterparts in ministries and central agencies such as Office of the Minister for the Coordination of Economic Affairs (MCAE), Civil Service Commission(CSC), Ministry of Finance(MoF), Office of the Prime Minister (OPM)
• Maintained and update the Evidence Matrix Register and collate monthly adviser reports to update program outcomes (Desired Changes) to inform GfD’s reporting requirements
