Aug. 2017 - Jun. 2020HMAS CairnsForged the Hydrographic Systems Program Office (HSPO), Hydrographic, Oceanographic and Meteorological Group (HMGRP), Fleet Support Unit (FSU), Fleet Logistics Support Element (FLSE) and In-Service Support Contractor (ISSC) into the first Authorised Materiel Seaworthiness Delivery Organisation (AMSDO) in October 2018. Led the development of the Materiel Seaworthiness Management Plan (MSMP) and Materiel Seaworthiness Assurance Plan (MSAP) including 90-Day Assurance Plans gathering data from Departmental Materiel Audits (DMAs), Fleet Technical Assessments (FTAs), External Maintenance Periods (EMPs), Operational Sustainment Management Meetings (OSMMs), and other extant methods of capturing relevant assurance data to generate metrics for improvement programs. Defined and improved the enterprise operating model under Business Process Re-engineering (BPR) methodology to develop a consistent end-to-end functional map using CORE SPECTRUM functions from contracts (including Australian Defence Contracting (ASDEFCON) framework) to work instructions and focused on positions, obligating instruments, enabling information technology tools, and evidentiary artefacts. Rebuilt the Decision Making Tool (DMT) to provide an objective priority list to Capability Manager's Representative (CMR) for engineering changes to the hydrographic capability based on enterprise, corporate and technical risk (using Technical Regulatory Management System), configuration baseline priority (using Configuration Management Tool - Unified), obsolescence and sustainability reports, strategic focus from higher echelons, and socio-technical forward planning for workforce career planning and reward.
