Timothy Ojara is a lawyer with experience in public and private legal practice. He started his career as an Assistant Lecturer with Progressive Accountancy Center from where he joined the Inspectorate of Government as a prosecutor in the Directorate of Legal Affairs. As an expert of legislative drafting and procedure, he joined the Ministry of Education to establish the student loan scheme. Timothy is also a contributor to the sports sector in the Ministry of Education and Sports, and he is recognised for his support to golf, rugby, cricket, and tennis. He holds a Bachelor of Laws degree (MUK) and a Post Graduate Diploma in Legal Practice (LDC), he is a Certified Legislative Drafter from Lok Sabha (India) and a trained specialist in Higher Education Loan Management from Canada. Timothy is also a First Responder to Digital Evidence certified by the Department of Homeland Security, USA. He is currently heading the Legal Department of the Higher Education Students’ Financing Board (HESFB) under the Ministry of Education and Sports, which he established and has served since its inception in 2014. He is a member of the Commonwealth Association of Legislative Counsel, United Kingdom, the Statute Law Society, United Kingdom, the East African Law Society, and Uganda Law Society, Uganda. He is credited for establishing the Association of African Higher Education Financing Agencies, an umbrella body of higher education financing agencies in Africa.
