Jan. 1993 - Jun. 2019Regan has designed, facilitated and managed the development of distributed learning, instructor led and technology-based training programs for both technical and soft skills training in various disciplines. As a project manager, he has supervised instructional design teams, produced Statements of Work, Requests For Proposals, Budget Estimates and Detailed Project Costings for both internal team based projects and external contracts. As an Instructor, Regan has designed, delivered and evaluated both face to face on online courses. He was part of a project team helping the Department of National Defence identify appropriate technologies and strategies and create policies and procedures to guide the implementation and use of distributed learning technologies, has conducted Needs Assessments and developed Performance Improvement solutions for a specialized unit of planners and technicians that provide logistical support to all domestic and international CF deployments. In addition, Regan has served as the Manager of Course Design & Development for the Division of Continuing Studies at the Royal Military College of Canada and spent four years as the Commandant (Commanding Officer) of the Canadian Forces Training Development Centre (CFTDC) Internationally, Regan has assisted with the rebuilding of an indigenous training and education capability in the Sierra Leone Army, advised the African Union on the development a training strategy to support its peacekeeping mission in the Darfur Region of Sudan and served as the lone training development specialist on a multinational team implementing Security Sector Reform in Palestine Authority Security Forces (PASF).
