During this 10-month period, I instituted a 90-day assessment to analyze customer, employee, and leadership feedback, which helped us devise a new strategic direction, with objectives to increase team engagement. I also led the transition to using an updated performance management system. I personally ensured 100% of milestones were met, I orchestrated employee training, and evaluated team response.

I formulated and implemented strategies for human capital management, local policies and procedures, and compliance, all in the support of more than 3,100 employees across four states. My successes in this position were primarily in the areas of employee engagement and retention and cost savings. Due to my overhaul of an antiquated performance management program, this location became a shared services center in the new DOE service delivery model. Concurrently, my HR team increased our Gallup engagement scores one full point on a five-point scale, which was one of the largest increases in BPA history. We also reversed a two-year hiring slump by recruiting and hiring 465 new hires over one year, which increased total staff 15% and gave the organization a positive annual personnel strength growth for the first time in five years. Concurrently with these initiatives, I was able to reduce HR costs by $1M per year for two consecutive years, by leveraging technology, cutting redundancies in contracts, and realigning work streams.

Daily, I advised and counseled senior leaders across high-level commands and complex missions, and directed progressive programs for talent acquisition, employee relations, and labor relations. In my time here, I partnered with other agencies to creatively place personnel facing reduction in force. Out of 100 positions identified as surplus, we were able to refrain from terminating anyone involuntarily. I also built the Civilian Personnel Advisory Council, to address conflicts among diverse clients. Through this, we increased visibility of actions and created a forum for staff to voice concerns. This initiative resulted in the elimination of a backlog of position classification actions in less than six months.
