Undertook a range of projects at the national and regional level with particular emphasis on the development of oil & gas and mineral resources. Led the design, review, analysis, benchmarking and simulation of oil & gas and mining sector fiscal regimes; and prepared proposals for inclusion in legislative, regulatory and contractual frameworks. Conducted reviews of policy and regulatory frameworks for investment in oil, gas and mining sectors. Structured and delivered negotiating strategies and ran economic scenarios which supported a Commonwealth Government in negotiation with a consortium of mid-sized E&P companies for a gas exploration and development agreement. Utilised the support of technical information from a petroleum engineer, and provided an initial assessment of the economic feasibility of a petroleum refinery in a Commonwealth Member country in East Africa. Collaborated with senior government officials and developed the second National Mineral Policy of a Commonwealth Member country in Asia. Collaborated with senior government officials and designed the fiscal regime for deep seabed minerals exploration for a Commonwealth Member country in the Pacific using principles and practices from offshore oil and gas operations. Consulted with government officials and other key stakeholders on pertinent economic and commercial issues concerning the oil, gas and mining sectors. Provided advisory assistance based on in-house modelling and benchmarking of mineral and petroleum fiscal regimes, as well as developing petroleum revenue management mechanisms. Organised and delivered the first Commonwealth Natural Resources Forum attended by approximately 50 delegates from 16 Commonwealth Member countries and senior industry professionals.
