Responsible for the money-in, money-out and putting it on paper; for two separate entities being the City and municipally owned Utility company, in addition supervise and accountable for the IT department. Performing the role of leader or contributor with a variety of projects; such as reporting, budgeting, delivering utility services, identifying revenue possibilities with offsite projects and vacant land tax plus improvements to budgeting procedures, presenting to Council and other complex projects. Lead 6 direct and 11 indirect reports. * Projects completed due to COVID-19 provide examples of being flexible and nimble. * Numerous weak operational practices were identified that resulted in millions of dollars in revenue that was either never collected or over-collected. * Provide oversight and strategic direction for implementing to Priority Base Budgeting, starting with Level of Service; includes service identification, service inventory, grouping by level of effort and direct/indirect interaction with public or support for administration. Followed by allocation of budget by determining if directly linked, pooled or hybrid approach. To support this work, a complete review and overhaul of the General Ledger Accounts was completed. * Projects completed to utilize the skills of being strategic, team player and ability to deliver include Budgeting using Trends & Actuals, Capital Plan Prioritization, Departmental Redesign, Developer Front-end Off-site Eligible Capital Project, General Ledger Restructure, Long Term (25 year) Debt Projections, Off-site Levy Framework Policy, Property Tax Continuity Schedule, Vacant Land Bylaw with Policy and transition of the service delivery of the utility company. * Introduced through multi-year budgeting that included reductions to the 2018, 2019, 2020 and 2021 property taxes.
