Pierre François DOCQUIR is a researcher and advisor in the field of human rights. His work has focussed on the protection of freedom of expression in the context of changing media landscapes. Pierre François obtained his PhD from the Université Libre de Bruxelles (Free University of Brussels, Belgium) in 2009. He was a lawyer at Brussels’ Bar (Belgium) until 2004. He served as vice- president of the Conseil supérieur de l’audiovisuel (the independent regulatory authority for broadcast media in French-speaking Belgium) from 2007 to 2015. He joined the international free speech group article 19 in 2015, first as senior legal officer and later as the head of the media freedom programme of the organisation. He currently works as independent researcher and advisor. His professional experience covers policy development and implementation in complex political environments and dealing with public authorities and private stakeholders (industry actors and civil society groups), the preparation and delivery of expertise and training missions for international institutions, research and development of policy documents, advocacy, the management of legal cases, communication, programme development and management, and staff management. His publications include a volume on the evolution of media regulation in the age of convergence, a book on comparative free speech law (US-ECHR), and numerous articles on the protection of human rights in digital and offline contexts.
