Bill has 30-years of experience providing program and construction management, project management, design management, and task management for water and wastewater treatment, water, sewer, reclaimed water, and stormwater conveyance and transmission projects in urban and rural environments.
Bill’s experience includes preparing and leading multiple pursuits, preliminary engineering reports, construction documents, design-build criteria packages, design plans and specifications, permitting, public outreach, operations and maintenance manuals, project tracking and management, and water and wastewater system hydraulic modeling, risk analysis, constructability reviews, and quality assurance.
Bill has participated on several billion-dollar consent decree and capital improvement programs and pipeline, tunneling, and horizontal directional drilling design-builds.
