Eddy Setiawan is a seasoned professional in electrical engineering, telecommunications, and network infrastructure, with over three decades of experience spanning subsea cable systems, satellite communications, regulatory compliance, and project management. His career reflects a consistent focus on national-scale digital infrastructure projects, combining technical expertise with strategic advisory roles.
He has led and advised on numerous flagship initiatives, including the Palapa Ring PPP projects, Government Multifunctional Satellite (SATRIA-1), and Indonesia’s cable-based Tsunami Early Warning System. His contributions range from feasibility studies and technical specifications to regulatory alignment and operational governance. Notably, he directed the USD 33.3 million Batam–Bangka–Jakarta–Singapore (B2JS) submarine cable project, managed the 150kV Batam–Bintan electric submarine cable deployment, and supervised integration strategies for Indonesia’s Palapa Ring network. His recent engagements include leading subsea cable planning for the Masela Abadi Block project and advising PT Bukit Asam on telecommunications infrastructure for its coal-based industrial estate.
Eddy’s expertise extends beyond engineering into policy and compliance, having served as Asia-Pacific Regulatory Consultant for Thuraya and Head of Regulatory Affairs at Pacific Satellite Nusantara. He has represented Indonesia in numerous international forums, including ITU and APT meetings, and co-founded the Indonesia-ITU Concern Forum. His advisory roles also include board memberships with the Indian Satellite Industry Association and ANTAREXXA Bali.
Academically, Eddy holds a Bachelor’s degree in Electrical Engineering from ISTN Jakarta and a Master’s in Satellite Telecommunications Engineering from ENSAE Toulouse, France.
