Holistic Management Engineer and Architect (HMEA)
HolisticMeta, LLC (Self Employed)Holistic Management Engineer and Architect (HMEA)
Mar. 2015DC Area · HybridHolisticMeta is a startup company in which I am building my Management Engineering and Architecture (MEA) semantic-web cloud software, with related service offerings. MEA provides its users with integrated mission-operations lifecycle management and holistic knowledge management. Question: Do you know how organization Owners/Citizens, Boards/Legislatures, Executives, Managers, their workforce, and their contractors struggle with pulling information together for timely, accurate, verifiable, and relevant reports for analytics and decision making? MEA solves this. MEA does this by providing a simple, consistently repeatable method and technology architecture and design for a holistic, outside-in, "big-picture to detail", data-driven view of their organization and its external environment. MEA is essentially a "superset" and predecessor to what is now called "enterprise architecture" (EA) that is focused on the organization (or any type of endeavor) as a whole, and its surrounding value-chains of external environment stakeholders. My 130 LinkedIn endorsements for Enterprise Architecture attest to the credibility, feasibility, and acceptability of the MEA approach, The technology base for MEA uses the online technology in "Semantic Web" and Linked Data activities, and includes integrated content repository, metadata repository, and vocabulary management tools. There are several different vendors who provide these broadly-used tools, so the technology to implementation MEA is either already present in your organization or available at a relatively low cost. MEA encapsulates the experience from my service as Army Officer for 10 years, US Civil Servant for 10 years, and commercial Management Consultant for 21 years.

The result of this assessment was used to guide a DoD “Greybeard” panel in the redesign of the application to reduce the operating locations to four synchronized multi-master sites. Also provided a new dependency-based approach to IT engineering-management and test-scheduling of hundreds of components of the DoD Common Operating Environment (COE) IT infrastructure, reducing the COE implementation and deployment lifecycle from over a year down to four months. Dec. 1994Dallas Area, RemoteProviding Holistic Management and Human Intellect Augmentation (HIA) services from System and Business Engineering perspectives, using what are now called, Knowledge Graphs, Natural Lanaguage Processing (NLP), Analytics, and Semantic Web technology. My Management Engineering and Architecture (MEA) approach is based on my holistic Mission-Lifecycle (ML) Management method, for use in: Value-Chain Management, Supply-Chain Management, Unified Infrastructure Management (e.g., Power, Fuel, Water, Waste, Transportation, Information-Grid), Humanitarian Lifecycle Management, Sustainability Lifecycle Management, Emergency Preparation and Response Management, Customer Relations and Service Management, and Operational Resiliency Management. MEA, as a generalized end-to-end management system, is used to build a unified management lifecycle and knowledge-base from digitally-recorded content, equivalent to the modern Graph forms of NoSQL data technology. I have created an extension of the W3C standard Simple Knowledge Organization System (SKOS) for MEA called the Operations and Knowledge Organization System (OKOS), built on value-chain and supply-chain management methods, using metadata repositories and Graph data technologies. As an EA, provided SE-based EA methods and services to Federal clients, include working with and upgrading several types of commercial and open-source EA
