The project, divided into two phases, had a projected timeline of up to five years for Phase 1.
In my role as CSO, I was responsible for developing the HSE Plan and related SOPs for this highly specialized project. These plans adhered strictly to OSHA and USACE guidelines to ensure compliance and operational safety.
The project required extensive collaboration, involving large-scale construction and engineering contractors, followed by 24/7 treatment operations. After a brief suspension by USAID due to a shift in U.S. political priorities, green light was given to move forward in March 2025.

Jul. 2010 - May. 2013HCMCI was the Corporate HSSE manager and at the same time HSSE manager for Shell Gas Vietnam Ltd. The roles were to take care of robust implementation and constant assurance of Royal Dutch Shell global HSSE management system, amongst other top standards and procedures upheld at work.
Shell had offices and manufacturing sites at 5 locations across Vietnam, i.e. HCMC, Hanoi, Haiphong, Nghe An, and Dong Nai.
Key manufacturing facilities include:
- Go Dau chemical, lubricant and bitumen complex
- Hai Phong LPG plant (bulk and household consumers)
- Cua Lo bitument plant
- Third party LPG production sites in Saigon, Can Tho, Buon Ma Thuot, Hung Yen…

Contractors' HSE management was also typically a big part of the work throughout from vender inspection, selection, job deployment, training, monitoring, etc. till project close-out.
PETRONAS Carigali Vietnam had oil and gas operations at Blocks 01/02 (offshore Binh Thuan) and Blocks 102/106 (offshore Thai Binh).

A great place to really learn and work with professional ethics and discipline.
