Jan. 2014 - Feb. 2018Hagerstown, MDServe as agency head of this law enforcement training academy instituted as a partnership between the College, the Washington County Sheriff’s Office, and the Hagerstown Police Department. Manage and oversee all functions of the academy including delivery of entry- level training and advanced training courses. Per College President’s mandate, designed and developed curriculum necessary to integrate six courses in the existing criminal justice program with Maryland state (MPCTC) training objectives to deliver the training necessary to achieve Maryland entry-level police certification and 27 credits of college coursework in 24 weeks. Transitioned testing from industry-specific, proprietary software platform to open-source on-line platform already in use for course delivery, to achieve significant yearly cost savings.
Developed associates degree program in Conservation Law Enforcement and negotiated a
partnership with Frostburg State University to develop a Law Enforcement Concentration in their existing Fish and Wildlife Studies program to which student could transfer to pursue their baccalaureate degree. This is the first program of its kind in Maryland. Created and managed the delivery of numerous in-service courses, most recently including First Line Supervisor, Firearms Instructor Training Course, and Maryland Comparative Compliance. Developed, enacted, and reviewed policies and procedures for training standards, rules of
conduct, firearms, instructor responsibility, etc. Served as President of Maryland Police Training Director’s Association where I worked on continual revision of training standards and objectives which are applied state-wide. Work with state Training Commission to meet legislative mandates and develop model policy. Managed internal staff and 35 adjunct instructors from partner law enforcement and entry-level classes with an average of 20 recruits each.
