Nov. 2022Sherborne, England, United KingdomStrategic Program Evaluations Have been the team leader and main analytical report writer for several complex evaluations. These have used participatory and appreciative enquiry approaches, with a focus on both learning and donor accountability. Several resulted in remodelling of theories of change and logframes. In 2023, these include the FCDO funded, Chemonics led, POTENCIAR project in Mozambique, a health systems governance project; the Green Economy Coalition’s EU funded Financial Dialogues project covering India, Uganda, South Africa, Trinidad, and the Swiss Development Cooperation’s (SDC) grant to the International Organisation of Employers (IOE). In 2020, GEC’s EU funded project to pilot an inclusive dialogues approach to green economy transition in 7 countries. Work for the ILO in 2020-22 included the mid-term evaluation and the evaluability assessment of the Work in Freedom migration project, looking at the migration cycle of women migrant workers between South Asia and the Middle East and the mid-term evaluation of the FAIRWAYS migration project between Africa and the Middle East. Research and Analytical Work As one of three coordinators with the Human Development and Capability Association thematic group on Human Security, organised two panel sessions in 2023: the HDCA Global Dialogue Week, on Exploring Subjectivities – Advancing a Human Security Conceptual Framework; a virtual panel session on ‘Crisis, Continuity and Change in the Care Industry in Lebanon’ for the annual MENASP Network conference. Organisational change and program quality accompaniment work through 2017-19 included accompaniment and mentoring work for senior organisational staff in Educo, the Spanish affiliate of the ChildFund Alliance, in implementation of their organisational theory of change; accompaniment support to Voluntary Service Overseas (VSO) for the implementation of a resilient livelihoods strategy, including the design and operationalisation of a theory of action.

Global Insight is a research consultancy organisation, committed to the use of mixed methods and the undertaking of research-in-practice. As lead for Poverty and Inequality I oversee projects within this area and support those that cross-cut as well as provide mentoring support to junior researchers working within this area. All work has a specific focus on women and issues of gender equality and their rights and empowerment. Work on addressing issues of green economy transition and inequality at all levels is especially topical. The role is part time.

Sep. 2010 - Jan. 2019Lead a growing team of colleagues to establish a new organisation of like minded associates and consultants, including local partners, with the aim of being able to combine strategic, organisational change, ‘accompaniment’ work, with more detailed evaluative research. The work is evolving, and is diverse. Work in 2015 and 2016 has included being team leader for five diverse consulting contracts. First has been an evaluation and internal learning review undertaken for Global Witness, an international investigative and advocacy organisation. Second is a review of the resilient livelihoods strategy of VSO in its work in Africa and Asia. Both of these consultancies involve working across multiple countries with diverse teams of staff and other actors involved in work requiring sharp analytical and research skills. A third evaluation is of the Strengthening African Forest Governance programme, implemented across four African countries by a consortium led by CIDT at the University of Wolverhampton. Fourth, has been with ILO in supporting a review and revision of their strategy for a regional migration project looking systemically at issues affecting women domestic and garment migrant workers through their whole migration journey from South Asia to Lebanon and Jordan in the Middle East. Finally, two, multi-country evaluations have been conducted for Oxfam; one a regional, women’s transformative leadership program across four countries and two of their Syria Voice and Accountability project in Lebanon and Jordan. From late 2015 through 2016, have been leading facilitation of an organisational change and program quality improvement process with Educo, a Spanish ChildFund affiliate. A framework and set of principles based on Theory U has been used to lead the construction of a programmatic and organisational Theory of Change.
