Operations Policy Analyst 3
Oregon Health AuthorityOperations Policy Analyst 3
Feb. 2019 - Apr. 2024Salem, OregonAs the Oregon Department of Human Services and Oregon Health Authority Information Exchange (InfoEx) Coordinator, I managed the agencies' 3rd party systems access requirements process. InfoEx is a compliance program focused on identifying risks associated with extending access/sharing data with external organizations - other state agencies, corporations, nonprofits, municipal governments, and federally recognized Tribes. In coordination with agency programs, the Oregon Department of Justice and state Cybersecurity Services, I identified and assessed access needs and developed customized access agreements to mitigate risk to the state network and Oregonians’ protected information. I managed approximately 1500+ agreements with external entities – contractors and partners - requiring access to the ODHS|OHA network, specific systems and data. Once on board, I evaluated the program thoroughly, made significant process changes, and for the first time since the program’s inception in 2014, program performance metrics routinely met or exceeded leadership expectations. To identify and address gaps in the program – specifically around risk, I requested a program audit from ODHS Internal Audits. The audit confirmed many of my concerns and has helped to shape a more comprehensive program overhaul.
