Oct. 2021 - May. 2022Atmarnirbhar Bharat Abhiyaan - 2% Additional Borrowing Scheme: • Assisted MoHUA in administering and supported State government in qualifying for ULB Reforms (Property Tax and User Charges) component of the 2% scheme • 11 Qualified States permitted to undertake additional open market borrowings of INR 16,000 crore for FY 2022 15th Finance Commission Grant Module: • Conceptualization, design and maintenance of the 15th FC Grant Module and Dashboard on www.cityfinance.in to administer 15th Finance Commission Grants for 4500 ULBs in India • Conducted trainings with more than 1000 ULBs and numerous UDD officials across more than 10 States • Portal used by over 2000 ULBs to fulfill 15th FC requirements Municipal Premier League (MPL) in Coimbatore City Municipal Corporation: • Design and execution of MPL in CCMC, a competition between tax collectors with the aim of boosting employee morale, augmenting revenue and improving collection efficiency • Designed MPL Portal/ Dashboard for CCMC to track performance of participants on selected parameters. Conducted 7 rounds of workshops with participants on parameters & strategies to improve collections • 6 rounds of award ceremonies conducted for participants. Total Collection Efficiency registered improved Municipal Finance Reforms Blueprint for 6th Haryana State Finance Commission: • Drafted a reforms blueprint for Haryana State Finance Commission. Played a central role in advocacy consultations with the SFC, conducting field visits/ ULB interviews and writing of the report. • Final SFC report acknowledged my contributions and broadly accepted our recommendations on accounting and own revenue augmentation reforms (https://sfc.haryana.gov.in/#1603191357505-6d1f9838-ed66) Other Advocacy Initiatives: • Conducted a three-part course with the Chief Executive Officer on Municipal Finance for graduate students of Azim Premji University • Policy brief drafted for MoHUA recommending an increase in the limit of Professional Tax
