Aug. 2006 - Jan. 2014Howard County Health DepartmentDevelop, implement, analyze, review, revise, and monitor policies and procedures related to all hazard emergency events, and ensure that policies are in compliance with guidelines established by federal and state agencies. Oversee and develop, objectives and goals for long range planning and program implementation with local and regional entities to facilitate, response coordination and resource allocation. Oversee and develop processes for evaluating the effectiveness of the emergency preparedness response program’s planning, mitigation, response, and recovery operations and make recommendations for improvement. Oversee and conduct Hazard Vulnerability Analysis and agency Threat and Risk Assessments. Supervise and develop training, drills, and exercises for agency staff, agency partners, volunteers and residents. Collaborate closely and effectively with mitigation, planning and response efforts with department staff, community stakeholders as well as county, regional, state and federal officials. Represent the agency in regular scheduled meetings, conferences, emergency response events in the county, region and state. Coordinate disaster response or crisis management activities, such as Continuity of Operations, Pandemic Flu (H1N1), Anthrax, weather events (Hurricane Sandy and Derecho), shelter operations, and implementing functional and access needs plans and programs. Write, monitor, analyze and revise budget expenditures, budget justification/narratives, and contracts for division programs. Develops, writes and maintains Memoranda of Understanding (MOU) necessary for emergency operations to include those with county agencies and non-governmental organizations. Supervise, lead, develop, and participates in emergency preparedness drills, exercises utilizing HSEEP principles.
