Assess policy needs and develop policies and standards to govern complex, multi-functional IT activities. Provides policy and process guidance to IT management, governance boards, and executive staff to ensure policy compliance. Advise high-level stakeholders on system performance, risks, and improvement strategies. Leads the design, development, implementation, and maintenance of a clear, integrated and transparent governance process with built in control mechanisms to ensure value added to Bureau decision-making and performance. Develop, manage, execute Enterprise Data Strategy policy and documentation. Provides review of IT Business solutions to assure conformance to short and long-term strategic goals Uses Technology Business Management (TBM) taxonomy to map IT Costs to tower, cost pools, solutions, and business capabilities for maximum transparency and spending visibility. Analyzes data and makes data visualizations, reports, and dashboards using Microsoft Power BI Gathers data using a variety of techniques and statistical methodologies and performs analysis of information to determine issues and provide solutions. Provides independent review and complex analysis of the Bureau IT Portfolio, associated business cases and investment artifacts to ensure investments meet strategic, cost, scope, schedule and results. Preforms audits, assessments, and evaluations of IT programs and projects. Develops and authors documentation regarding policy changes. Ensures compliance with OMB, Clinger Cohen Act, Federal IT Acquisition Reform Act (FITARA) and Treasury-Wide Capital Investment Policy, and similar private sector regulations/requirements. Oversees communication platforms, websites, dashboards, salesforce, and data collection systems for governance boards.
