May. 2011 - Mar. 2019United StatesCONTRACT ADMINISTRATION. Independently plan, organize, and perform pre-award and post-award contracting activities associated with Navy aircraft. Prepare and manage full array of contracts. Knowledge of procurement planning (including market conditions) and describing technical requirements for complex and diversified supplies and services. Skillfully review requests for procurement of equipment, systems and services; contractor proposals for cost and technical analysis. Administer contracts by assuring compliance with the terms and conditions. Plan, develop, and implement procurement proposals, solicitations and complex contracting plans. Determine appropriate course of action on contract related issues. Interpret specific contract language, method of procurement (competitive/noncompetitive), type of contract (fixed- price, cost-plus, etc.), and procurement plan/milestones. Set award criteria and factors, ensuring conformance with solicitation request. Evaluate bids and offers; plan and conduct negotiations and source selections (on price, technical requirements, terms and conditions); and award or recommend awards. Assess contracts, programs, and contracting policies/procedures. Review documents for contract close out. Evaluate and monitor contractor performance to determine compliance with applicable laws; need for amendments and extensions; compliance with data reporting requirements, payment provisions, and contractual obligations. Approve/reject requests for deviations from contract specifications and resolve delivery schedule problems. Negotiate contract terms and modifications, delivery schedule changes, contract close out changes, and provide appropriate post-award guidance. Negotiate directly with contractors regarding final price agreements. Prepare initial Division position on unsuccessful bidder protests, supplemental agreements for Contracting Official signature, and un-priced orders for contractor item or service. Independently plan and carry out work.
CONTRACT ANALYSIS. Expertise in contract analysis and pricing techniques; resolving problems including the development of action plans. Develop acquisition strategies for managing procurements. Analyze cost/price/technical proposals for conformance with solicitation and reasonableness of prices offered. Consider complete range of procurement approaches to satisfy mission needs and allocate risk. Resolve discrepancies for assigned contracts. Determine procurement method based on requirements analysis and performance-based techniques. Analyze issues that impact timely delivery and payment to the contractor. Coordinate with contractors on problem resolution and funds adjustments on final disposition. Maintain funds status to ensure no over-obligations. Perform cost, price, and market research analyses to determine reasonableness and product/service availability; develop new sources based on projected needs of DoD analysis. Establish fair and reasonable profit range using weighted guidelines. Efficiently use resources to achieve “best value” outcomes. Skilled in all aspects of cost analysis including audit requirements and substantiation of cost data, in-depth analysis of proposed costs and conditions, and evaluation of technical competencies. Maintain up-to-date knowledge of federal procurement policies and trends.
LAWS, REGULATIONS, GUIDELINES. Knowledge of the full range of federal contracting laws; Federal, DoD and NAVAIR regulations, policies, practices, methods, and contract types applicable to acquisition and contract administration of extensive/unique equipment/services. Administer policies and procedures to ensure achievement of socioeconomic goals Utilize NAVAIR Small Business Office when acquisition calls for a small business set-aside. Ensure contracting actions comply with legal and regulatory requirements and meet customer needs. Use experienced judgment in applying laws and regulations to procurements.
