I was responsible for all billings to Medi-Cal, Medicare, 3rd parties and clients. I directed the production of annual budget and other management reports and served as lead negotiator with authority to commit to blended funding agreements with other County departments or outside agencies and approve appropriate controls for the MOUs governing such agreements. I analyzed the department’s overall data requirements for its various divisions and directed the development and implementation of systems and procedures to meet those requirements. I engaged other departmental managers and executives in developing long-range fiscal strategic plans and developed financial plans such as capital budgeting, planning, and investigation of financing methods. In my role as a Cost Analyst prior to being promoted to the Fiscal Business Manager, I coordinated ADMHS programs whose funding crossed departmental lines with detailed cost analysis and cost reports. I was responsible for reporting, calculating, and estimating federal and state reimbursements and service charges, as well as analyzing and negotiating state rates for services provided. I consulted with County Administrator staff regarding budgets for major programs and the Auditor-Controller staff to assure full cost recovery and proper reporting. I participated in the development of specialized cost accounting systems. I also managed $16 million worth of service contracts for Community Based Organizations who provided mental health services to the community.
