was developed under the KALAHI framework, which is the administration’s overarching program for a focused, accelerated, convergent, and expanded, and strategic effort to reduce poverty. KALAHI-CIDSS is a product of the long history of community organizing work in the Philippines
and the community-driven development (CDD) project experience of the World Bank (WB). The CDD approach recognizes local people as not just recipients but partners in the development
process, thus giving communities control over decisions and resources.
