Oct. 2022Woodbridge, Virginia, United StatesAs Co-Founder and Chief Operating Officer of FSIS (FourthSpan Infrastructure Services), I lead the operational and strategic delivery of geospatial, infrastructure, and resilience-focused programs across the U.S., Japan, and international partner nations. FSIS specializes in integrating GIS, logistics, cyber-physical systems, and continuity planning to support national governments, development banks, and private-sector clients. I oversee flagship programs such as the GEOAI-Cyber Operations Center (GCOC) and direct our initiatives under FSIS Japan, where we work to support national continuity, digital infrastructure, and advanced geospatial planning across Tokyo’s 23 wards. My role spans GIS program development (2D and 3D subsurface and above ground), stakeholder engagement, and execution of solutions that improve emergency preparedness, environmental recovery, and infrastructure modernization. In addition to our government-facing work, I lead GIS-driven strategic planning engagements for corporations seeking to optimize logistics, risk management, and operational decision-making. By leveraging GEOINT, AI, and IoT sensor networks, we help businesses align location intelligence with long-term resilience, growth, and regulatory compliance. Globally, I help shape reconstruction and resilience strategies in Ukraine, Japan, and the EU, aligning FSIS projects with those of financial institutions such as JBIC and the World Bank. Whether addressing PFAS contamination, cyber risk, or industrial revitalization, I connect strategic vision to scalable execution—delivering results that solve critical challenges across public and private domains.
