Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops and executes staff training. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, group grievances and serious complaints. Initiates minor disciplinary actions. Identifies and develops training needs of employees. Finds ways to improve production or increase the quality of the work directed. Assures reasonable equity of performance standards and rating techniques. Provides direction of a major program segment with significant resources·. Serves as the rating official on evaluations. Recommends awards or bonuses for personnel and changes in position classification, subject to approval by service chief. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production. Promotes team building and improves practices. Makes or approves selections for subordinate nonsupervisory positions. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Approves expenses comparable to within-grade increases, overtime, and employee travel.
