BUSINESS ACUMEN: Expert knowledge of business practices and market conditions/trends sufficient to evaluate proposals in response to solicitation notices and assess contractor performance post-award. Acute awareness of economic factors and the potential impact on existing and potential acquisition programs. Comprehensive understanding of organizational mission and goals. Apply sound judgment in making decisions influencing business operations and strategic alternatives for acquisition projects relevant to the mission-critical activities. Proactive in monitoring critical work assignments to ensure timely and on-budget completion. LEADERSHIP: Provide executive level support to organizational leaders and staff on mission-critical acquisition management activities (multi-disciplinary, multi-agency contracts, Federal Assistance, and Interagency Agreements). Provide advice, guidance, and counsel on acquisition policy development, interpretation, and/or application in a variety of complex situations including those relevant to competition, legally defensible actions, and spending authority. Recognize and identify roles and responsibilities, authority, and accountability. Hold subordinates, acquisition team members, and contractors accountable for results based on Federal contracting law and contractual agreements. CONTRACT MANAGEMENT: FAC-C Level III Contracting Officer. Lead and direct cradle to grave acquisition activities from planning through closeout for a variety of highly complex, multi-million dollar contracts for the State Department. Perform a full range of competitive contract negotiation tasks for highly complex actions, as well as all phases of contract administration, including administrative direction of contracting officer’s representatives (CORs) and inspectors, and contract termination functions of major, complex contracts. Conduct pre- and post-award conferences as required.
