Nov. 2022Duties and Responsibilities: 1. Financial Record-Keeping and Reporting
• Maintain and update the municipality’s financial records and books of accounts.
• Prepare complete financial statements including bank reconciliation statements.
• Certify the availability of funds for municipal expenditures and obligations. 2. Budget Control
• Ensure that disbursements adhere to the municipality’s approved budget and existing laws.
• Monitor and report on the utilization of funds to avoid overspending. 3. Auditing and Examination
• Examine supporting documents for all disbursements to ensure they comply with laws, rules and regulations.
• Conduct periodic reviews of municipal accounts to ensure accuracy and completeness 4. Payroll Preparation and Monitoring
• Supervise the preparation of the municipal employees’ payrolls
• Ensure timely and accurate payment of salaries, wages and other benefits. 5. Compliance and Reporting to Authorities
• Submit Regular Financial Reports to the Commission on Audit (COA), the local councilors, and other agencies.
• Submit Monthly and Quarterly utilization reports to COA and the Department of the Internal and Local Government (DILG).
• Ensure compliance with taxation, auditing standards, and government accounting rules. 6. Internal Controls and Financial Advice
• Implement and monitor internal control systems to safeguard municipal funds and assets.
• Provide financial advice to the Local Chief Executive (Mayor) and the Local Councilors on financial matters and policy formulation. 7. Custodian of Documents
• Safeguard accounting records and financial documents for future reference and auditing purposes. 8. Support to Revenue Generation
• Assist in the formulation of financial policies to enhance revenue collection and resource management. 9. Support to Management • Actively participate at the Local Finance Committee and oversee the overall financial status of the agency which includes but not limited to budgeting and strategic plans.
