DAVID J. MALFARA, SR. is chief executive officer of Big Bang Broadband LLC (BBB). As its CEO and with more than 40 years of experience leading private and publicly held telecommunications and broadband companies, he directs all conceptual, strategic, developmental, and tactical efforts comprising BBB’s Broadband Orchestration® program – a program of best practices resulting from decades of direct experience in deploying and operating broadband networks. This approach means to organize the market education, economic and operational feasibility constructs, funding efforts, forward-looking design processes, deployment methods, and service provider operations to accommodate a multiplicity of goals that must be achieved for all categories of subscriber types if broadband projects are to achieve sustainable success. Mr. Malfara is also active in broadband public policy advocacy at the state and federal levels to drive visibility and awareness for the growing need to develop qualifying standards for broadband deployment projects, especially as it pertains to the goal of building networks that clearly meet the quality, security, performance, survivability, useful life, interoperability and economic goals that should be first and foremost in consideration of any such deployment using public funding in whole or in part. A senior member of the Institute of Electrical and Electronics Engineers (“IEEE”), he has designed and deployed numerous large, complex networks of advanced technology comprising optical fiber, fixed wireless and large venue commercial WiFi. He also assumes first-chair in the design and implementation of the service provider business models, technologies and networks conceived by BBB. Mr. Malfara is a member of the Federal Communications Bar Association (non-attorney) and its Engineering and Technical, Wireless Telecommunications, and Wireline Committees, and was appointed by the FCC as a voting member of the NANC National Number Portability Working Group and the Local Number Portability Administration
