Nov. 2012 - Apr. 2019Washington, DCProvide counsel, advice, and technical assistance to the senior and executive leadership within the OCFO and the Office of Finance and Treasury (OFT) on the District’s debt service portfolio of $800 million, managed TIF and PILOT financing budgets for the Office of Economic Development Finance (EDF), and tracked budgets and projects for the Deputy Mayor of Planning and Economic Development. Monitored all budgeting and borrowing activity, and advised OFT of any spending pressures. Provide senior leadership analysis of historic debt service activity and managed all reprogrammings for capital projects out of debt service.
Serve as primary analyst for tracking and monitoring the formulation, execution, and analysis for economic development agencies in the District totaling $35 million. Coordinate the development and support for the annual operating and capital budgets. Provide comprehensive analysis to be published in the District’s budget from the respective agencies to the Mayor and Council’s policy initiatives. Manage all reprogrammings, initiate all grant activity, and provide mitigation of any spending pressures for each respective agency. Stay abreast of programmatic priorities that would affect agency’s performance and/or budget.
Manage Performance Plans for all District agencies for the OCFO. Act as liaison between the City Administrator, Office of Budget and Planning, and agency financial staff to coordinate, edit, and fact check the plans and key performance indicators for public dissemination. Review all financial submissions for technical and conceptual accuracy and consistency; collaborate with all branches and divisions of the District to resolve budget formulation, execution, capital budgeting, and cost analysis issues.
