Protesters in Barcelona told digital nomads to go home. Across southern Europe, the same governments that spent years luring remote workers are now dealing with voters who blame them for rising rent.

Yakov Filippenko, CEO of Intch, starts his latest column in EU-Startups with this exact contradiction — and then follows it somewhere unexpected.

“People everywhere are fundamentally the same. The difference is not risk appetite. It’s the environment in which that risk is taken: capital access, regulations, and the consequences of failure.”

The column introduces a concept he calls sovereign flexibility — the idea that European founders can no longer rely on the old playbook of building locally and flipping to a US buyer. Instead, they need to rethink how they hire, where they scale, and what they actually offer their teams.

The upside cap is the real problem

Yakov frames the European founder’s dilemma as a math equation. In the US, potential upside is a billion-dollar company. In Europe, progressive taxation and regulatory friction eat your margins before you scale. Same founder, same idea. Completely different math.

The old escape route — build domestically, sell to an American buyer via M&A — is broken too. When the US imposed emergency export controls on Anthropic’s AI models, global access shut down overnight. Governments now treat digital services as sovereign assets, not borderless products.

And here’s the line that hits hardest: “We promised early hires a planet. Now, we are just selling them a neighbourhood.”

[IMAGE: split illustration — US upside (rocket) vs. Europe upside (capped ceiling). Alt text: comparison of startup upside potential in US versus Europe]

Protected labour markets make pivots expensive

Europe’s employee-protective labour frameworks add another layer of friction. Volkswagen’s recent standoff with unions over plant closures showed what this looks like at scale. For startups that need to pivot in weeks, it’s worse — and there’s no union to negotiate with, just red tape that slows you down.

Yet Europe still has one genuine edge: quality of life. Thirty percent of Intch’s team could work from anywhere but chose Europe deliberately — for schools, safety, healthcare. Turkey and the UAE are competing hard on tax incentives, but long-term family stability is harder to replicate with a tax code.

The column’s observation here is sharp. For engineers from volatile regions, Europe isn’t just a workplace. It’s a place where their kids can grow up with stability — and that pulls talent in ways no tax bracket can match.

The fractional fix

The strongest argument lands at the end. Many European startups are moving away from full-time permanent contracts and building around fractional executives and project-based contributors instead.

This isn’t downsizing dressed up. It’s a deliberate architecture decision — one that gives founders access to specialised expertise without the rigidity that makes European pivots so painful. It also fits with the four-day workweek that Gen Z already considers baseline, not a perk.

Hiring, Yakov argues, has become a sovereignty question. Not “can I find the right person?” but “can I restructure fast enough when the rules change overnight?”

That reframing matters. And it’s the exact problem Intch was built to solve →

Read the full column on EU-Startups →

Our CEO’s new EU-Startups column explains why fractional hiring isn’t a trend for European founders — it’s a structural survival strategy.
